The federal tax refund can never be used to pay state taxes owed. You are just seeing a math issue on the TurboTax website trying to show the total money you will be receiving. It in no way indicates the state taxes will be paid from the federal refund.

TurboTax Home & Business desktop for windows can't e-file CA 568 for a single member LLC, however, I am not able to print the CA 568 forms in order to mail the return. Also, upon e-filing California 540, a signature page must be printed, signed and retained. When attempting to print ANY tax forms for California, there is an error flag which states that California forms are not ready or available for printing, including PDF creation. When will these forms be ready for printing and saving a PDF? I've never encountered this issue in past years. YES, I checked for updates. My software is current and up-to-date.

Just adding to your knowledge bank.
You should consider preparing your form 1040-NR by using SprinTax or your school's foreign students office ( in my days back in the 1965-1970 that used to be the gateway ) or similar. Note that you have to print, date, sign etc. and send to IRS by mail --- to the processing center for 1040-NR applicable to your state/area -- see www.irs.gov

The signature line on the federal tax return, Form 1040, is on page 2 of the form at the bottom of the page.
If you have a Form 1040-SR it is on page 3 at the bottom of the page.

If you made Roth contributions because of income limitations, those will get flagged as "excess contributions"
You can make traditional IRA contributions regardless of income, however, some or all of the traditional IRA contribution may not be deductible on your tax return. If that is the case, this is where a Backdoor Roth conversion can come into play to convert the traditional IRA contribution to a Roth contribution. If your traditional IRA contribution was fully non-deductible, a complete conversion to a Roth using the Backdoor Roth conversion will not change your taxable income or tax liability.
