turbotax entered a wrong amount of $38,863 on line 16 of my tax return. Consequently the IRS charged my credit card with that amount. I have no idea from where turbotax got this number. I want you to correct your error.

For 2020? 1040 line 16 is the tax on your income. Not your final tax due or refund. How much was your taxable income on line 15? If you had no credits or withholding then that would be the tax due on the return. Did you miss entering the federal tax withholding on your W2 or 1099?

Line 16 is the tax on the taxable income reported on Line 15 of the Form 1040.
What is your taxable income on Line 15? If the amount is not correct then there is usually a user entry error for income.
This should have been apparent when you reviewed your tax return before filing.
REVIEW the return completely ... you had to agree to the payment by CC for the balance due then you had to know how much was to be charged to your CC. If you made a data entry error then you can amend the return to get back the excess payment but there is nothing short of contesting the charge with your CC company that will get this reversed faster.
