Can a dependent that is 16 years old e-file their tax return if they have no AGI to list being this is the first time they have filed a tax return? Will they reject the return due to no AGI so they won't be able to confirm his idenity.

They would enter a 0 (zero) for the 2023 AGI since there was not a 2023 tax return filed.

Yes, the dependent can e-file. 

 

Just remember to indicate in the My Info section of TurboTax that he can be claimed as a dependent by another taxpayer.

 

As this is the first time that he files a tax return, he can put $0 as his previous year's AGI.

Would he have to have a ID.PIN # from the IRS to e-file if you have no AGI being this is the first time he ever filed?

No.  In the AGI section, he will just enter $0 for last years AGI.  If you get an ID PIN, he will need to use it forever.

The 5 digit e-file PIN can be any 5 digit number you select.  It does not have to be the same number year after year.

If you are referring to an Identity Protection PIN which is a unique 6 digit PIN sent by the IRS each tax year, that has to be requested initially from the IRS - https://www.irs.gov/identity-theft-fraud-scams/get-an-identity-protection-pin

yes that's the id. But will he need this or does he have to have this if he e-files for the first time with no AGI is what I was wondering should he just e-file and put 0 when the program asks for a AGI amount

If the IP PIN was never requested from the IRS, there is no reason to get one now. 

The only other PIN on the tax return is the e-file PIN which is only 5 digits and as previously stated he can enter any 5 digit number he wants to.  Only the 2023 AGI needs to be correct for e-filing and since he did not file a 2023 tax return entering a 0 is the proper and correct number to enter for the 2023 AGI.
