When your file your tax return successfully and you choose to pay your fees from your Federal refund, the TurboTax program considers the fee paid, even though the federal refund has not been released yet. This is why you see "Payment Completed".
Only the IRS determines when you will get your federal refund.
TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer. “21 days” is not a promise from TurboTax or the IRS.
First, check your e-file status to see if your return was accepted:

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 35a of your 2023 Form 1040) of your federal refund to track your Federal refund:

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.

If you are getting earned income credit on line 27 or additional child tax credit on line 28 You are subject to the delay required by the PATH act. Do not expect your refund earlier than late February.
No I still don't understand
How is a payment complete if no funds have been received this is very misleading. Especially since the status starts off as pending? Turbo tax also has the 5 days early program the I was approved for and this made me to believe there was actually a deposit coming to my bank account since it showed the payment as complete now. Why wouldn’t turbo tax keep it at pending until funds are actually received from the irs so that it customers are not mislead?
If only the irs can determine when funds will be received why mislead customers with a fake date . What is the purpose of this date? It already states that if u file an accurate return it will be 21 days why give a fake date. When this date comes and goes and customers don’t have their refund which happens all the time they will feel mislead. The only information that should be given to a customer regarding their taxes after filed should come from the irs as you stated u can’t see anything and don’t know anything so stop misleading your customers .
