My tax refund is too large ($15K larger than the refund amount on my tax return) - who do I contact to report this?

Do you mean the IRS sent you too much? If they changed your refund you will receive a letter in several weeks. Is it possible that you paid some quarterly estimated tax and forgot to enter those payments when you prepared your return?
To call the IRS:IRS: 800-829-1040 hours 7 AM - 7 PM local time Mon-Fri
Listen to each menu before making the selection.
First choose your language. Press 1 for English.
Then do NOT choose the first choice re: "Refund", or it will send you to an automated phone line.
Instead, press 2 for "personal income tax".
Then press 1 for "form, tax history, or payment".
Then press 3 "for all other questions."
Then press 2 "for all other questions." It should then transfer you to an agent.
The IRS sent you too much? You have to ask them. They should mail you a letter explaining it in a couple weeks. Did you forget to enter estimates you paid? Or an extension payment? Or typed a decimal point in the wrong place? Did you efile or mail your return? If you mailed it the IRS operator might have entered it wrong.
you may be able to go the IRS website and access a transcript of the return online which would show what you reported and what the IRS computers show. this requires registration unless you have done so previously.

if you e-filed it takes about 3 weeks after submission for the transcript to show up. up to 8 weeks if you mailed in your return.
Yes - they paid me too much. Yes - I did make an estimated tax payment (yes - it matches the amount of the overpayment) to cover a Roth conversion. But I entered this estimated tax payment into TurboTax (following TurboTax instructions for Roth Conversions), and then had a TurboTax Expert review what I had done. So - I don't see how this estimated payment ended up being added to the refund. ?? I'll call the [phone number removed] number (again) and use the options you suggested. It is always a dead end with a 1-1 combination. Thanks so much for the help!
Yes - they paid me too much! The overpayment matches an estimated tax payment I made to cover a Roth conversion. Guess I should have mentioned this in the original post. But I entered this payment into my tax return using TurboTax Instructions for Roth Conversions. I then had a TurboTax expert review what I had done (because it was tricky). So don't know what happened! Yes - I e-filed - so not much room for entry errors. Thanks so much for the help!
Ok - I'll look for the transcript. The IRS website shows that my refund was transferred - and that it was the amount I was expecting (per TurboTax). But the actual deposit is my expected refund - plus the amount of an estimated tax payment I made last year. I entered the estimated payment per TurboTax instructions, then had a TurboTax expert review it. So - don't know how this could have happened. Thanks for the help!
You may have entered the estimated payment in the wrong spot. It should be on 1040 Line 26. If it was on a different line like line 25a-c the IRS missed it and added it to line 26. Then eventually they will see the wrong line is too much and will ask for it back. So what line did it show up on?
