Should we agree with IRS Notice CP13 stating that we are not eligible for the Recovery Rebate Credit on our 2020 return? Can you explain why?

Turbo Tax added $1200 on line 30.  IRS claims that line 30 should be $0 and that no money is owed  to us.  Explain, please.

You have to ask the IRS, as they do not notify TT.  Their records may show that you were already sent the Stimulus payment, or that you do not otherwise qualify.  Could you have made a data entry error, or forgotten to claim some income?

I also got a CP13 notice. I am well below the income limits, no one claims me as a dependent, and I never received a stimulus check, in this case for $600.  I did my return with Turbotax of course. Don't have any insight on what the problem is. I have been trying to call the IRS with no luck.

Turbotax asks "Did you get round 1 and round 2 of the stimulus?"  If you say "No", then Turbotax puts the rebate on your tax return.  However, if the IRS thinks they paid you, they will remove the rebate, even if you didn't receive the money.

Some reasons why the IRS will think they sent the stimulus but you never received it:

  • It went to the wrong bank account
  • It went to an IRS debit card that was lost in the mail or accidentally discarded
  • It was confiscated for back child support

If the IRS thinks they sent a payment but you never received a payment, you can't get the payment on your tax return, you have to Trace the missing payment.  See question F3 here,

What does letter CP13 say?  I haven't heard of that one.  Letter CP12 is usually for the Recovery Rebate Credit.

Did you have 2800 on 1040 line 30?  If the IRS took it off they show they already sent you the 3rd Stimulus payment.

The Recovery rebate credit on line 30 is only if you didn't get the full Stimulus payment or qualify for more.

Double check your bank statements and Check your IRS account (both accounts if married)

Your Online Account | Internal Revenue Service

If the IRS thinks they sent it to you but you didn't get it request a trace for a missing third Stimulus payment

Turbotax is software to assist you in self-preparing your return.  Unless you upgrade to Full Service or buy the audit defense add-on, Turbotax can't and is not authorized to represent you with the IRS.  For that, you need a full service tax professional.

What exactly did the IRS say was the reason for the CP13?  Was it really the rebate or something else?

If you did not receive your third stimulus but the IRS removed the rebate from your tax return, that probably means that the IRS thinks they sent you a stimulus.  Check your online account here.

If the IRS thinks they sent a stimulus but you never received it, you can't get a new rebate on your tax return, you have to trace the missing stimulus.

No one from TurboTax can legally speak to the IRS on your behalf.

Only the taxpayer listed on the tax return can obtain the status of a tax refund or a tax return.

If your refund is going to be short $1,400 then that is because you said you did not receive the 3rd stimulus payment and the IRS has records that show you were sent the 3rd stimulus payment so they removed the $1,400 Recovery Rebate Credit that was entered on Form 1040 Line 30.

Go to this IRS website for your tax account to see if the 3rd stimulus payment is entered - https://www.irs.gov/payments/your-online-account

If you checked your bank account in the March - May 2021 timeframe and there is not a $1,400 EIP3 payment from the IRS then go to this IRS website for how to start a trace on the payment - https://www.irs.gov/newsroom/questions-and-answers-about-the-third-economic-impact-payment-topic-j-p...

If the IRS thinks they sent a payment, you can't claim it on your tax return, even if you never received it.  You need to trace the missing payment instead.
