Same thing happened to me. Approved for $500 after filling out all the stuff for the advance, then I get an email saying "although you weren't approved." Total waste of my time and I honestly don't want the card unless I got the advance.
Says it might take 7 to 10 days to get debit card...either way u r waiting longer for advance
Well, highly irritating I wasn’t even offered a choice for a refund advance, although I met all the requirements. Also especially considering I could’ve just filed with tax slayer and received one like I did last year...

@denitar TurboTax is offering the Refund Advance option to some people this tax season. The program will determine your eligibility and if you are eligible, it will give you an option for the loan when you are in the Filing section. If you did not see the option for the Refund Advance you were not eligible.

I'm in the same boat. I was originally approved for 200.00 of the 1263.00 I'm getting back, but then (I don't remember where exactly) I was told I won't get an advance. Is this possibly because my return may have been reduced to a smaller amount??
Your approval is based on the size of your federal refund and your tax information, along with other factors. You may not receive the Refund Advance if one of these factors doesn’t meet the qualifying standards of the lender.

I am filing a complaint with BBB and Kansas attorney general. I believe intuit is taking tax information and not e filing. I filed and have a customer confirma tion number as of 01 _30_2020 my forms have not been e filed as requested.They also have my bank information for direct deposit. I will do this on 02-06-2020 may be a scam...
Honestly, I did the refund advance and I wish that I hadn't. They boast a bill pay feature, however they do not let you really enter in all of the necessary details and you have little to no assurance that the funds will go as scheduled. You cannot simply use the bill pay website of your primary bill pay accounts to handle your bills as your card's routing instructions/account will be rejected.
They make it extremely difficult to access your own money unless you just want to use it at retailers. It was great to get 750 out of my total refund within approximately a day, but the funds are basically hostage unless I want to go to a bank teller, withdraw it and pray that I do not get robbed going to my primary bank.
Further to bill pay, I have been on hold for over 20 minutes because I put through a 250 bill pay transaction that was cancelled without a reason ( I received an email telling me to log into my account for an explanation, and none was forthcoming). I can still see the amount outstanding and the amount was debited from my account. I have already sent several emails to turbocard/green dot bank without reply. Seriously, go elsewhere and do not do refund advance unless/until turbo uses a different end custodian.
Typically within one hour of the IRS accepting your return, you will receive your first email regarding your refund advance.
Once the IRS accepts your e-filed return and if you are eligible and approved for Refund Advance (a 0% APR loan with $0 loan fees) and the Turbo Visa Debit Card, you will first
get a notice in 1 hour, to set up the account. Once the account is set up the money then hits the account w/in 48 hrs.
