The $69 are fees. They took out all the fees I agreed to while I filed then they charged me the 39 a 2nd time for having the turbo tax fees come out of my refund, and $30 for sending me a check. I called turbo tax and we verified it wasn't an adjustment and that they charged me the $39 for having the fees come out of my refund. Then they gave me the phone number for Greencard the the company that issued the check. I called them, he verified all the fees and said any changes had to be emailed to a supervisor. I emailed them, waited a week, followed up saying I hadn't heard anything, and have waited 3 more weeks. I dont know what to do at this point. $69 is alot of money to me especially when I already paid so much in fees. I need my refund, but I can't deposit it or I accept the fees and I dont.

Does your bank account or credit card show those fees coming out twice? That would be quite unusual. Even if you chose to have your fees deducted from your federal refund, that does not actually happen until the IRS issues the refund. The third party bank receives the refund and then they send you the rest of it. If it takes a long time for the IRS to issue your refund, then the agreement you signed allowed TurboTax to take the fees out of your account. But the fees are not taken out twice.

Your tax refund was not sent to TurboTax. TurboTax does not handle your refund at all.
Santa Barbara Tax Products Group, LLC (SBTPG) is the bank that handles the Refund Processing Service when you choose to have your TurboTax fees deducted from your refund. This option also has an additional charge from the bank that processes the transaction.

The fees coming from your federal refund consist of the federal program cost + the state program cost + sales taxes (if any) + the refund processing fee + the paper check fee (if the direct deposit could not be made). The state/fed fee could be the same as the refund processing fee which may make it look like you paid it twice. If the IRS took to long to send the refund then you would have been charged for the fed/state fee earlier and then when the refund is finally released the bank fee is taken for their service.
What fees did you pay? Are you using the Home & Business Desktop program? There was a $25 fee to efile a state return (20 before March 1). Are you in California? Did you file a return for 2 different states?
There is an Extra $40 Refund Processing Service charge (45 in California) to have the fees deducted from a federal refund. And if they can't Direct Deposit your refund they do charge a fee for sending a check.
