The letter from the IRS probably is stating that you indicated on our 2020 federal tax return that you did NOT receive a stimulus payment and therefor the amount that you did not receive was entered on the Form 1040 Line 30 as a Recovery Rebate Credit.
However, the IRS removed the credit from your tax return because the IRS shows that the stimulus payment was sent to you. By removing the credit this reduces your federal tax refund or increases the taxes owed.

Basically it means you said you did not get all of the first 2 stimulus payments in advance and asked for the missing amount as a credit on the return form 1040 line 30.
If you claimed a missing stimulus payment on your return but the IRS took it off you have to ask the IRS. They think they already sent it to you. Maybe it went to an account you don't remember. Or you got a check or a card. It was probably easy to miss the debit card in the mail and think it was junk mail. They have to put a trace on it.

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.

I sent a copy of the letter from the IRS to the IRS Recovery Rebate Credit with a copy my 1040-SR tax return 2021, prepared by Intuit TurboTax. March 9, 2022, after Intuit Turbo Tax recommended I respond to the IRS notification via email after several attempts to contact Intuit Turbo Tax requesting assistance. According to intuit turbo tax my refund is $885.00. The IRS statement says I owe $515.00. I’ve used your establishment for years now. I don’t understand how there would be a miscalculation between the IRS or Intuit Turbo Tax. Can you assist? I am waiting for my Federal income tax refund since February 20, 2022. Can you PLEASE assist?

If your refund is short $1,400 then that is because you said you did not receive the 3rd stimulus payment and the IRS has records that show you were sent the 3rd stimulus payment so they removed the $1,400 Recovery Rebate Credit that was entered on Form 1040 Line 30.
