I have never received a letter from the IRS but was informed they have sent one.. they have not sent my tax return for 2019 and all's it says is look for a letter and I still haven't received either letter or return and I filed e-file Jan 16 2020.. so wut now??

Do you know when the IRS will open back up? I desperately need to speak to someone regarding my return. There should be some staff there to answer calls even if it is a limited staff.

I don't know when the IRS regular live assistance call centers will open again. Perhaps someone else will. However, the IRS Taxpayer Advocate Service is still taking phone calls in most states. You can try to reach them today. They are especially prone to help if you have a hardship. They may be able to look up your info, and in some instances can help tweak it.
At the following IRS website, find the USA map and click on your state, and it will give you the number of your area's IRS Taxpayer Advocate.

Has the IRS full reopened yet. I also have a question for TurboTax advisor about a mistake I may or may not have made I my taxes and no one will talk to me without a charge of $60 or more thats sad. I have been using TurboTax online for almost 20years and can't get anyone to assist me unless I pay to talk with someone

As to whether the IRS is open, it is not fully reopened, but a few people have said they have reached an IRS agent. It likely depends on which call center you are routed to. The IRS Taxpayer Advocate Service is still taking calls in most states. My post higher up on this page has instructions for reaching them.
As for TurboTax phone support, it depends on what product you used. Free Edition does not have phone support included. PLUS or higher does have phone support. The minimum paid product for phone support is PLUS at $29.99. So Support would never require a fee of $60. If you are using any paid product, you should have phone support.

I spoke with a turbo tax representative today and she told me I had to pay $60 to speak with someone live. As I stated I don't use a turbo tax software I just go online to prepare my taxes every year. $29.99 seems more reasonable but I still fill someone should have been able to answer a basic question. I am not trying to do a ammendment or anything more detail that I should be charged.

If you're using Free Edition, the FAQ I provided you above for getting a TurboTax phone number says the minimum purchase for phone support is PLUS (which is 29.99, not $60), so I don't know why you were told $60. Regular phone support does answer basic questions. Or did TurboTax Support misunderstood and thought you were referring to "Live TurboTax" which is something different. Did you ask to speak to a tax expert? That is not regular customer phone support. The Live product is an upgraded product that includes on-demand help from a CPA/EA tax expert. Regular phone support for Free Edition users should be PLUS at 29.99, but they may not be able to help you with the problem you are having if there's an IRS letter you haven't received.
But in any case, it sounds like from your previous postings that you said the IRS sent you a letter you didn't receive. TurboTax Support can't help you with that until they know what the IRS letter is wanting. You'll need to speak to either the IRS or the IRS Taxpayer Advocate Service for assistance. Here's the normal method to reach an IRS agent. You may or may not be successful. The IRS call centers have been closed the last few weeks, but a few users have reported recently they finally got through. If you keep getting routed to a center that is closed and not taking calls, you'll just have to try periodically. Hopefully, they will open up more fully soon. I'll also leave info for you below on reaching the IRS Taxpayer Advocate Service.

Something is confusing. You wrote the following in an earlier post in this thread on 4/04/20:

If you used a paid product, there is no charge to speak to TurboTax Support. So I have no idea what is going on. Did you tell them you used a paid product? Did you pay the fees when your refund was delayed and you were billed, or did TurboTax auto-debit your bank account?
Only Free Edition users have to upgrade to PLUS for 29.99 for phone support. But if you had fees, then you are not using Free Edition. So I'm not sure why you were told you have to pay for support. All the paid products have free phone support from TurboTax. Maybe you need to call and speak to someone else. I think the TurboTax person you talked to did not understand the product you are using. Tell them which online paid product you used, such as PLUS, Deluxe, Premier, etc.

I have heard anecdotally that some people have gotten through but extreme patience is needed.
What number are they calling to get through? Every number I try calling always says no one is available to answer my questions
Ok so im having this same exact issue you figure it out?? I was able to get someone on the phone 1 time calling them 7am sharp and it was hard. Ut the lady i spoke with got an attitude and hung up on me she never heard of informed delivery. I filed same way as i do every year. Please lmk
