You are posting from online Deluxe Live which provides live help from a CPA. The time to downgrade or switch to a less expensive version is BEFORE you e-file the return----just like when you order and eat a steak at a restaurant and later on wish you had just ordered a burger. But you can have that discussion with customer support.

No one in the user forum can resolve a billing issue. If you have a question about your TurboTax fees or billing, make sure you use the word “billing” in your request for help. Do not use the word “refund.”

Let me re-phrase it for you.
Turbo Tax made it sound like I needed their deluxe version to file due to special circumstances, so whatever I had no problem paying for it and did, however after going through their “special circumstance” stuff, none of it applied to me and then it was too late to go back and undue already choosing the deluxe version. Just asking if anyone has been able to get a refund from a similar situation. Didn’t ask for you specifically to give me a refund.
You can always clear and start over before you register, pay or e-file, or if you qualify you can switch to the Free File version.
WHY DO I HAVE TO PAY? I WANT THE FREE EDITION
The information that you can enter in Free Edition is pretty limited now. Thanks to the new tax laws that began for 2018 returns, there are no more simple Form 1040EZ or 1040A's. Everything goes on a Form 1040 that has three extra "schedules" with it, and if you need any of those schedules, you are not able to use the Free Edition.
