Question, Similar thing happened to me. I called the IRS when my refund got rejected by cash app. the irs told me that my refund was sent to GREEN DOT and that it was deposit there. She made me call them. So when you file with turbo tax, which I did. The IRS send it to their payment department so that they get their fees beforehand. Then they send the remaining to the account they have on file. 

Turbos tax payment department can not do anything as far as change address and bank information. I was told  they were going to mail a check to the address on file? Can they do that? So my thing and question is, I do not live at that address anymore. I’m  on the phone, oh hold with the IRS. Can they change my address or account information over the phone? Could they have turbo tax to send it to me? Is there any way I could have something done? Mother of two whose in school and kinda really need it. Thanks.

We are unable to assist with intercepting refunds.  Who stated they are mailing you the check - The IRS or Green Dot?  You will need to reach out to those who stated they are processing your refund check. 

If it is the IRS, they will be mailing it to the address on file.  You can let them know when you get in touch with them that your address is incorrect.  For more details on this and the form to change your address with the IRS, please see the IRS Web Article here.

Is this a refund for your software?  TurboTax does not send out IRS Federal or State tax refund payments.

No. This is a department that works with you guys that process payment and fees for turbo tax. I was informed that since my deposit was rejected by cash app bank, they are sending my check to the address they have on file.

I believe you are referring to our third-party refund processing service - Santa Barbara Tax Products Group (SBTPG).  Did you pay your fees with your refund?  If so, your refund would then come from them, and sometimes if there is a rejection they will have to issue a paper check.  To reach out to them in regards to this, you can do this at their Help page.  You can call using the numbers listed, or you can scroll down on the page and click Submit A Request.
