I am not sure regarding Federal Tax return. But for state tax return involving an ITIN for Federal Tax return, we cannot e-file according to my tax preparer. They attempted to e-file my state return after receiving ITin and it got rejected. State returns also need to be paper filed is my understanding. So you might want to refile your state tax return by paper.

Yes, your tax preparer is right. E-file state tax is only valid if you e-file your federal tax. Since you mailed your federal tax with ITIN application, your state tax will need to be mailed.
Due to anti fraud rules if you mail in the federal you MUST also mail in the state return ... there is no other choice.

This thread has kept me sane in this insane amount of delay. I got my refund on 08/13. Please find my time line below. All the best to everyone who are waiting and thanks a lot for being such a supportive community.
My refund amount was adjusted to higher than requested amount in my tax return.
March 3rd: submitted tax return and ITIN paper application at Richmond IRS office in person.
July 21st: Received ITIN letter. Was able to check the refund status on 'Where is my refund page'.
Aug 13th: Receive refund
Thanks for sharing the updates. I submitted mine on March 5 through a local office and still have not heard anything back. I wonder in what order they process ITIN applications and how long I still need to wait.
Although they should be processed in the order they were received ... some applications will take longer to process than others ... and with the backlog of millions of envelopes that stacked up at all processing centers during the 3+ months they were closed down it may not be possible to figure out how they will figure which came first ... all you really can do is be patient while they try their best to catch up.

I got my Federal Tax refund today too. Below is my timeline for your reference -
1) March 5 - Submitted ITIN paperwork + Federal Tax Paper filing in Minneapolis
2) July 22 - Recevied ITIN letter in mail.
3) July 26 - Was able to check status updated in the 'Where's my refund' tool. Status was 'Return Received'.
4) Aug 13 - Status changed to 'Your tax return is still being processed'.
5) Aug 15 - Status changed to 'Refund approved'. Refund scheduled on or before Aug 19
6) Aug 19 - Refund credited to bank. Interest was included in the refund.

Sounds right ... usual processing time frame of 2- 3 months + 3 months for the IRS shutdown delay.
I sent mine via USPS on April 22nd. Included W-7 for ITIN application for my daughter and included her passport as well. Still no news. I also sent my state tax return and I got the refund already from the state. Based on the time lines mentioned by others I think I should hear about Federal in next few weeks.
@kittu1310 Whatever you sent to the IRS in the mail is in a huge pile of mail that piled up during the pandemic. The IRS is working on opening and processing over 11 million pieces of mail that accumulated in trailers for several months. So the usual wait time will be longer. Sorry. You got your state refund faster because the states did not shut down, and the states were not trying to process millions of stimulus checks at the same time as they had to try and process millions of tax returns.

Could you tell me how you send your state return?
Did you attach a copy of Federal return and W-7?
NY states return requires Dependent information (Name, Social Security Number).
Should I write down " applying ITN" in the box of Social Security Number and attached copy of Federal and W-7?

@keikocpa129For NJ we have something like this mentioned https://www.state.nj.us/treasury/taxation/noticeformw7.shtml, which is basically what you mentioned. You need to research the same for NY.
WAIT for the ITIN to come before you file the state return ... once it is issued you will get a letter with the number and you can complete the state return which MUST be mailed in since the federal was mailed no matter what rule you see for NY.
Some states may allow people to file state returns without ITINs for the moment. I lived in North Dakota and I called the state tax office beforehand to ask about what to do given my pending ITIN application and the forthcoming deadline for state tax filing. They told me to file the state return without the ITIN and attach a copy of my ITIN application. Once my ITIN is approved, I would just need to contact the state tax office again to add the ITIIN. So I filed my state return and received the refund in early July, although I am now still waiting to hear back from my ITIN application and federal tax return 6 months after I submitted them through a field IRS office.
