Please explain. What $25 did you pay? You cannot owe tax due and get a refund from the same tax return.
What do you see on line 35a of your Form 1040? Or---instead--- is there an amount on line 37?

Click on Tax Tools on the left side of the screen. Click on Tools. Click on View Tax Summary. Click on Preview my 1040 on the left side of the screen.
Was the $25 for the fees or a tax due? If you have a tax due you are not getting a refund. Who did you pay the $25 to? Turbo Tax or the IRS? What is in you actual 1040 tax return? Line 35a is a refund and line 37 is a tax due.
Did you efile? Was it Accepted? Did you go all the way through the File tab, through the 3 steps and hit the big orange Transmit Returns Now button?
How to check your efile status
When you efile you get back 2 emails. The first email only confirms the transmission. The second email says if the IRS (or state) Accepted or Rejected your efile. And check your spam folder for them.
When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc. What does it say?
If your return was Accepted then check IRS Where's my refund
Or are you referring to the TurboTax account fees being paid? If so, paying the TurboTax online account fees does not file a tax return.
You complete your tax return by finishing all 3 Steps in the File section. In Step 3, to e-file your tax return, you must click on the large button labeled "Transmit my returns now".
After completing the File section and e-filing your tax return you will receive two emails from TurboTax. The first email when your tax return was transmitted and the second email when the tax return has either been accepted or rejected.
