For 2019 tax year, e-filing is no longer available for Federal or State. You will need to print and mail in your NY amended state return. Please see this link for more information: Can I e-file 2019, 2018, or earlier tax returns?
To Amend your 2019 State Return, please follow the instructions in the TurboTax FAQ below:

The option to file an amended return through TurboTax will not be available until March 15th. That is why you are receiving the message. Please click How do I amend my 2019 TurboTax Online return? to learn more.
You mean you cannot *e-file* amended tax return for NY state through turbo tax and not just file in general?
Or is all filing for both state and federal down until march 15th for 2019 return?
You cannot e-file amended returns for state.
Are you trying to e-file your original return or an amended return?

I can't thumbs up for some reason but I marked this as answer. Thank you
"The option to file an amended return through TurboTax will not be available until March 15th."
While there are several other posts on this thread stating that 2019 amended tax returns cannot be e-filed and must be mailed in, I find the "delayed to March 15th" response the most credible. Why? The IRS website acknowledges that 2019 amended returns can be e-filed and not surprisingly, TurboTax-at least my Premier desktop version-supports e-filing the 2019 amended return. Finally, the error message that appears after I attempt to e-file reads (in short) e-filing is not available right now but will be sometime in late January or early February. The intent of the message is to notify users that "we aren't quite ready to do this yet... but we will be soon". If indeed TurboTax was dropping support for the feature, I would fully expect TurboTax to update the desktop editions and remove the feature altogether.
Now to my questions. I understand that the date of availability for e-filing 2019 amended returns through TurboTax has changed. While March 15th is the latest availability date, I would like to track this for myself so that if it does change again, I can keep up with the current date of availability and not have to go back through support to find that out. With that said, can you please advise on the source of that information and how best I might track it?
If on the other hand a decision has been made to drop support for e-filing amended returns for 2019, can someone please confirm that the March 15th target date was superseded by a decision to drop support altogether and help me to understand the reason and why an update hasn't been made to TurboTax desktop versions to remove the feature?
I know that's a lot of questions 🙂 and appreciate any clarification you can provide.
The 2020 amended form return is not yet available as you noted and will be available for the e-file option. You can keep track of the status by checking back on this TurboTax help article: https://ttlc.intuit.com/community/forms/help/irs-forms-availability-table-for-turbotax-individual-pe...
TurboTax no longer supports e-filing for any 2019 returns (although the IRS does accept e-filing for prior years). This is a TurboTax limitation, not an IRS limitation.
Is the March 15th date for allowing NYS 2019 AMENDED return file a TurboTax date, or is it a date from NYS itself? If it is the latter, is there a NYS web resource link available that states this?
Essentially agreeing with @niaPxaT 's statements and questions, which I saw after the original posting of this.
The manual forms are available on the NY Tax website, however Turbo Tax has to code these forms into the program.
This is why it takes a little extra time, as we want to ensure the forms are perfect to submit.
(3/20/21) Any update on when one may be able to file 2019 NYS amended taxes? The (2019) software is still telling me I cannot...
You can't e-file an amended return. To amend your 2019 tax return: Wait to see if your return has been accepted or rejected by the IRS or state. If rejected, you can correct and re-send your return. If accepted you should wait until your return has been processed and you receive your refund or confirmation that any tax due has been paid. If you file an amended return while your first return is being processed it can cause extended delays for both returns if two returns are in the system at the same time.
In addition, if the IRS makes any change on your original return, you might end up having to amend the amendment. Amended returns can only be mailed - allow 8-12 weeks - can take up to 16 weeks (4 months) for processing.
Be sure to save a copy of your return before you begin to amend.
Turbotax is acting weird.
I amended Fed, NY, NJ
It showed I was e-filing all 3.
Now it just transmits Fed and doesn't send NY, NJ yet the program does let us amend.
This is for Tax Year 2020, and using Mac downloaded edition.
