I have not been able to file my return because it keeps getting rejected. It is always for the same reason, the AGI is incorrect. IT IS NOT INCORRECT, it is the same as on last year's return and it is the same as shown in my account on-line at IRS. I am going to have a penalty for this, even though I filed by the filing deadline and it was rejected. It has been rejected 7-8 times since then, always with the same reason. I have reviewed my return a dozen times with no mistakes found. I have even started over, doing the return again from beginning to end (which is a minimum 2 day job for me) and it was rejected again with the same reason, incorrect AGI. I am going to have a penalty, even though I filed on time. Is there anyone that help with this. I do not want to send a paper return because I sent a paper return last year and I think this is what is causing this problem now. If it can't be fixed now, does this mean I will have to sent a paper return from now on. I don't like that, I want this corrected so I can e-file. Can someone help with this, please.

You cannot e-file a 2019 return. E-filing for 2019 has been closed permanently since October 15, 2020. The only way to file a 2019 tax return is to print it, sign it and date it in ink and mail it in an envelope.
If you are getting a refund there is no penalty for filing after the deadline. If you owe tax for your 2019 return your interest and penalties have been adding up since last October, so mail it in asap and pay your tax due. You can pay directly on the IRS site.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
Or do you mean your 2020 returns rejecting for the wrong 2019 AGI? Online is only for 2020 returns and you can only efile a 2020 return.
TRY ENTERING 0 FOR 2019 AGI. The IRS took a long time last year to process 2019 returns so the AGI didn't get entered in time.
When did you file 2019? If it was late in the year or you mailed it, try putting in 0 (zero) for the AGI. And see, https://ttlc.intuit.com/community/rejections/help/what-if-i-entered-the-correct-agi-and-i-m-still-ge...

If you can’t get it to efile you will have to print and mail it.

Be sure to attach copies of your W2s and any 1099s that have withholding on them. You have to mail federal and state in separate envelopes because they go to different places. Get a tracking number from the post office when you mail them for proof of filing.
For AGI Reject code 031
