You don't have to report/claim a deduction or credit on your tax return.
If you want to skip this credit and avoid possible Smart Check errors, remove the Box 6 entry from the 1099-DIV (or 1099-INT). You may have to use the "Delete a Form" tool to remove the 1099-DIV altogether and reenter it in the 1099-DIV (or 1099-INT) interview.
(Depending on how far you have progressed in the interview, you may also have to delete Form 1116, Foreign Tax Credit and the Foreign Tax Credit Worksheet. These may have to be deleted before the 1099-DIV (or 1099-INT).)

If you want to claim the credit, leave the Box 6 amount in the return, and complete the Foreign Taxes interview, found in Federal Taxes > Deductions and Credits > Estimates and Other Taxes Paid. You'll need to know how much foreign source income you had (Supplemental Information with 1099) and select "Various" for the country.
