Yes, you can amend your taxes to itemized deduction.
If you already filed and the return was accepted
by IRS, you have to wait until you receive your refund before you
can amend your taxes . If your return is rejected or
not yet submitted, you
can edit any time and itemize your expenses. See this TurboTax support FAQ for
amending a tax return - https://ttlc.intuit.com/questions/1894381-how-to-amend-change-or-correct-a-return-you-already-filed

Yes you can.
Your 2016 W-2 must be reported on your 2016 tax return. If you already filed the 2016 return and did not report this W-2, you will have to amend your 2016 taxes.
Your 2017 W-2 must be reported on your 2017 tax return.

you meet IRS requirements.

They
go on Schedule A Itemized Deductions in the Misc section subject to a 2%
of Adjusted Gross Income threshold. If you don't itemize, then deducting
them may not benefit you.
