Why can't I get the sign in page for it's deductible to load?

You should be able to access ItsDeductible when using your TurboTax ID on this website - https://turbotax.intuit.com/personal-taxes/itsdeductible/

Make sure you click on the button in the middle of the page ( "Start ItsDeductible" )...and do not click in the boxes in the upper-rt corner.

Did what was suggested, and the screen is blank when I'm suppose to log in?

All I can think of is to try a different browser from whatever one you are using now.
