Since this IRS request is for tax year 2019 and they are requesting the Form 1095-A and Form 8962, you will have to amend the 2019 tax return that was filed.

The Form 8962, Premium Tax Credit will be created and populated by the TurboTax software after you have entered your Form 1095-A that you received for your health insurance through your state Marketplace.
To enter your Form 1095-A -
Or enter 1095-a in the Search box located in the upper right of the program screen. Click on Jump to 1095-a
Send the following to the IRS address or fax number given in your IRS letter:

If you haven't filed your return yet, enter your 1095-A and when you print a copy of your return, you can send Form 8962 to the IRS.

I've been filing my taxes with TurboTax since 2012 and I must say this year I had to file a 89-62 and a form 1095-a and I called TurboTax to ask for help and they flat-out told me no and I had to go get help somewhere else she said I didn't have the live assistance every year I order that and I paid for it every single year and I never used it and because this year I've been under so much duress I just didn't order it and the year that I don't order it is the year I don't get help and I need it I didn't get any help from them at all with my 89-62
To enter Form 1095-A
Enter everything from your 1095-A form. If a field is blank, leave it blank in TurboTax. Do not enter a zero. Go through the screens to answer any questions.
When you complete 1095-A, TurboTax creates the 8962 form and it will be sent with your taxes. If you ever need a copy of 8962, print your tax return as a pdf file and then search for 8962 so you can print just that page.

IRS Form 8962 Premium Tax Credit is automatically generated by the TurboTax software after you have entered the Form 1095-A you received for Marketplace Insurance in the Health Insurance section of the program.
If you don't have form 1095-A you may be able to download a copy from the marketplace website

@Simone39 You don't have to fill out Form 8962; TurboTax does that for you when you enter your Form 1095-A in your return.
