I believe you're referring to instructions in the TurboTax Help article How do I clear and start over in TurboTax Online?.  To get to Tax Tools in TurboTax Online:

1. Open your return in TurboTax
2. Select Tax Home in the left pane
3. Select Start, Continue or Pick up where you left off under any of the categories on the Hi, let's keep working on your taxes! screen 
4. In the left pane, select the Tax Tools dropdown
5. Select Tools

If you've input information that's led you to a paid version of TurboTax, but want to return to a free version, you'll need to clear your return and start over.  See guidance in the link above.
