Your 2016 federal tax liability amount is found on:

• Form 1040A (line 39) https://www.irs.gov/pub/irs-prior/f1040a--2016.pdf , and 
• Form 1040EZ (line 12) https://www.irs.gov/pub/irs-prior/f1040ez--2016.pdf.

No, because your tax liability is the amount TurboTax calculates based on all your income and some deductions. You could get a transcript for free by going on line. I will put the link in my answer. You get that right away if you pass their security questions.
