I've already paid for turbotax using my daughter's email address through costco for turbotax software download, and state also. Now, I am trying to efile and turbotax is asking to pay again. How can it be fixed?

If you are using the downloaded program you get 5 free federal efilings but each state return has an extra efiling fee however you can print, ink sign and mail in the state return for free.
OR did you buy a downloaded program but accidentally used the ONLINE version by mistake ?

The CD/download product comes with one free state *software* download. You can print and mail as many state returns you want, but e-fileing state is (and has always) been extra, ever since e-file started years ago. I always e-file Federal for free and mail state of the price of a stamp.
If you are referring to the $25 for e-filing a state return-----print and mail the state instead of e-filing it.
But ...... sometimes we see people who get confused and they buy the CD/download and then accidentally log on to online TurboTax and use the wrong software. If it is asking you for more than a $25 state e-file fee then you have probably messed up and used online by mistake.
If you did that:
You need to switch to the desktop software to get what you paid for. You have to download it, update it and open it up from your own hard drive to use it.
I've prepared my federal and state returns using downloaded softwares which include state too. I was able to e-file for my spouse, but now, can't submit mine.

No. Each state efile is $25 in the Desktop program. Or you can print and mail state for free.
In the Desktop program you get one free state PROGRAM download to prepare unlimited state returns. Then each state return (including the first one) is $20 to efile, usually goes up to $25 March 1. Or you can print and mail state for free.
@xneha We cannot tell what software you are using. If you use online TurboTax, with any of the paid versions you pay separate fees for federal and state returns---so using online TurboTax to prepare a state return will add $50 to your fee. The fee is not for e-filing--it is for using the software. The fees for online TurboTax are not for e-filing---the fees are the same whether you e-file or mail the return in an envelope.
If you use the CD/download that includes one state software program, the price of the software includes the preparation of state returns-----but there is an extra fee of $25 to e-file the state. You can avoid the state e-file fee if you print and mail the state return.
The fees are structured differently for online software and the CD//download----so make sure you are not comparing apples to oranges.
