The IRS hasn't finalized one or more of your forms which TurboTax can't file 2021 tax return. Dose anyone has the same issue and answer?

First you are filing a 2020 return  not a 2021 return and  yes, there are still some forms that are not ready for efiling.   Click on the REVIEW tab to see what is holding you up.
