I went to tax tools and deleted all 8915 forms on file which allowed me to then efile my taxes. Also to note, this did not reduce my projected return.
I filed on 1/18/2020 I am still waiting this is just insane!

It is NOT TurboTax. It is the IRS who has not finalized the Form 8915-B for 2019. Until the IRS finalizes the form there is Nothing that TurboTax can do.

Yes. It is the IRS that has not finalized the form. If I were you, I would file your taxes without it, then do an amended tax return. You will owe the difference back to the IRS, but it is better than waiting. I just did mine on March 26th because I was tired of waiting for this form. For me, it wasn’t a terrible amount of difference ($700) that I will owe back. As long as you amend and pay back what you owe, you are fine. Good luck.
With my luck I'll submit my return without the form and then get grief from the IRS when I try to amend it. I think they should pay me interest for making me wait beyond April 15th. We have to pay a penalty if we file late if it's our fault It's the IRS' fault I can't file, so they should pay.
Great advice - I'm not a TT expert - the program auto-populates the "draft" form - if you don't mind - how would one bypass - Thanks

Just so everyone knows. I filed without it on March 26th and received my tax refund today. I will do an amended return when the paperwork is finalized.

I wish I could delete form 8915b-t for now. But it automatically was placed in Turbo Tax and there is no deletion button for me. :(
You can delete it in forms or take all the amounts out.
The 2019 form is now available on the IRS web site. Would be great if TurboTax can incorporate ASAP so we all can file.
