That is not possible.   You cannot file through the mail and pay for your TurboTax fees from your federal refund, so you cannot have a "refund processing fee" that goes to the third party bank.   However, if you used a paid version of the software to prepare your tax return, you do have to pay your fees upfront before you can print the return to file by mail.   Your question is being posted from online Deluxe, so you have to pay for using Deluxe whether you e-file or mail it in an envelope.

Are you sure you said to mail it?  Even if you efile you can remove the Extra $40 Refund Processing Service charge (45 in California).    Remove Pay with Refund fee
