Same issuer for NYS after deleting and redoing 1099-R. Perhaps Jolyzara was responding to the broader question about 8915-E being available.
I do keep seeing a new date of 02/26/2021 so I am hoping the issue at the state level will be fixed overnight, but I highly doubt it at the rate this is moving.

Please help - I am trying to fill out this form now, as it's the only thing holding up my taxes. I had my tax liability already withheld through my financial institution when I withdraw money from my 401k. The only options I see are "Spread tax over 3 years" or the checkbox to "Pay tax on entire retirement distribution in 2020", which either significantly raises or lowers my return. Which option is the correct option for taxes that were already withheld at the time of withdrawal?? FYI - Those numbers for the tax pre-withheld I have entered under the State and Federal sections of my 1099-R on Turbotax.
How do you get the 8915-E form to appear? If there are new questions asked regarding this topic how do you initiate them? I have already tried editing my 1099 as suggested and I still received the penalty.
@LD2703 I was able to edit mine and it asked, but some have had to remove and re-add their 1099-R.
@LD2703 The 8915E form is live and available in the TurboTax online product. It is not available in the desktop product. The 8915-E will be used for penalty relief from early retirement plan distributions and include the option to spread the distribution income over 3 years. This may be a good option if the distribution is pushing you into a higher marginal tax bracket. You may end up paying less tax if you spread the distribution over the 3 years. If you are having problems, I would recommend deleting the form and re-entering. After you have logged in and are in your return in TurboTax Online:
At the financial services screens, click "Change how I enter my form" then "Type it myself"
After you have entered your 1099R, make sure to check the Covid distribution box in the Uncommon Situations screen
FYI, encountering the same issue in Ohio. Can’t do the 3-year payments on income tax from Covid-related Roth withdrawal.
As of today, the latest update is that The 8915-E Form is projected to be e-fileable starting 02/26/2021

To the person saying they filed with the 8915E on the 24th - did you use purchased software or just on TurboTax.com? I am trying to get my taxes done but I cannot get the purchased software to ask about a cares act distribution

The software update for the Form 8915-E will be available tomorrow, 02/26, for the desktop editions. The update was available today for the TurboTax online web-based editions.
I have Premier and I don't have the 8915-E. Don't understand why the "tax professionals" on here say it will be out 2/25 because it isn't.
