You can e-file the Federal and then choose to print and mail the state return.
The first page in your printout package will be the File by Mail Instructions, which will provide the mailing address and what forms, if any, you need to include.

This doesn't help because I need to mail in both my federal and state taxes. When I download the pdf file, my federal taxes are fine, but my state taxes have the large water mark on them directing me to e-file.
Nothing on turbotax will let me file online since I've already paid and "checked out," its basically saying that I've already filed on their end. I dont even have an option to e-file my federal OR state taxes. And everytime I call to get help from turbo tax, I get hung up on.
Are you wanting to switch from mail to e-file or are you required to only mail in your tax returns?

I'm in California, and it's just the form 540, California resident income tax return.
The issue is this massive watermark on the PDF that I have, I dont know how to remove it, or fix it.
Generally, if you are not able to e-file your return , or it has DO NOT FILE ON it, it is because your state has not opened up the e-filing option yet. Even though the IRS has started to accept e-filed starting 1/27/2020 there are some states who have not finalized their tax forms yet, thus not opening the e-file option.

Thank you, but due to me having a 'special filing situation' I can not e-file to begin with. I am NOT trying to e-file. I am attempting to FILE BY MAIL. The PDF file that turbotax has given me has a water mark on my Form 540 that states, 'DO NOT MAIL E-FILE ONLY.' But, once again, I NEED TO MAIL in both my state AND federal taxes.
The 540 form does show it is available -
Form 540, California Resident Income Tax Return - available. I would try doing a update, to see if this resolves the watermark on your printout. The state form may not have been available when you first went to print.

Here is the answer you are looking for. It isn't a graceful way of doing it, but it works. I had a cx, who has forms that say do not mail and she needs to mail AL state forms. Had cx enter from tax home page,
1 scroll to the bottom of the tax home page and click "add another state" (it is a back door way of getting back in to doing taxes)
2 A menu will open up in the left panel, Click tax tools
3 Click print center
You will then be given a menu of options, click the one that applies to you and you will be able to print from there.
