Okay so when I started working for this employer a few years ago, I submitted my W4 to him and put 0 allowances. He claims it looks like a 2 and submits that information. I catch it and for months ask him to correct it, which he claims he does. I eventually leave for another job, but come back to this place of employment when my grandmother passed just to have some extra money while in college. He still never changed the tax information like he claimed, even after I noticed again and asked him to change it. Now I get my W-2 from him after the date they were supposed to be post marked (he never even intended to mail them at all) showing that for the year of 2019 the only taxes taken out were 2 whole dollars. I did my due diligence, I caught the mistake, and repeatedly asked him to change it. Now I owe money I shouldn't have owed on taxes and not exactly sure what route to go.

Well you do owe it one way or the other. Either by withholding or owing it on your tax return. Nothing you can do about the past now. You should have known nothing was taken out on each paycheck. You could have sent some extra estimated payments yourself during the year so you wouldn't come up short on your return.
Okay so like I don't know if you read the post fully, but I did what I was supposed to do and repeatedly reported the mistake. Short of reporting him to the IRS, I did everything I could to rectify it. I get the past is the past, that seems to be what you all say on these boards, but it's not like this went unnoticed until I got my W-2.
