Are you reinstalling from www.InstallTurboTax.com? If not, try this. It worked fine for me.
@sbelchak --I hadn't, but I did now. That still doesn't work
Try deleting your State (from File menu), clearing your Cache and Cookies for 'all time' instead of last week.
Disable all anti-virus software (including modem), not just ad blocker.
Run as Administrator.
Download state again.
Close TurboTax and re-open it to receive updates.
Be sure TurboTax and all related files are saved on your C drive.

This didn’t work either with removing the state. I started with that and then tried deleting and reinstalling.
