Click on Review and read your screen--it will tell you what forms you are missing.

You may be aware that in late December Congress passed a major tax reform bill.  That has the IRS scrambling to get tax return forms ready for this tax filing season.  They were waiting for the laws to pass.

Some forms are not finalized so you cannot file.  The IRS has to finalize a number of forms and then approve the finalized forms in the TT software.  Many state forms are not finalized either.  No reason to be in a rush.  The IRS will not be accepting returns until January 29 at the earliest, so filing early will not get you a faster refund.  The earliest refunds will not be released until mid to late February.  You just have to wait for the forms to be ready.

The real issue here is that TurboTax counts zeros as content. So if you check "I have no info in the other boxes" and the form you imported has zeros it will loop to "Needs Review." Delete all the zeros, and "needs review" should go away.

TurboTax is still saying needs review after rechecking every box 3x’s to ensure everything is correct. Please help

It is possible some forms are not available yet. The Review section will tell you what forms are missing.

I am having the same issue from 2019 and cannot file.  I am currently attempting it again.  I have double checked my W-2 multiple times and am completely stuck.  Now what do I do?

I am having the same problem.  I have gone through one income 1099-R a half dozen times. I have cleared my cache. There are no  zeros. Nothing is working.  It still says it needs review.  What else can I do?

I just finished speaking with a Turbo Tax assistant on the phone because I could not get the "needs review" to disappear from my 1099-R form. If you go to the gray bar on the left of your screen and scroll down to "review" there, versus using the review button on your main screen, it will walk you through the form with the issue so you are able to see what is wrong step by step.
