Okay, here's a possible solution for you. I went through everything you went through. I finally found a place who would sell me TT (i.e. download) even though I reside outside the U.S.

The only problem is they charge MUCH MORE than Amazon. I bought TT Premier from them about a month ago. Their standard price was $119 which is more than the Intuit list price and much more than the $83 at Amazon. But after asking, they gave me a promo number which gave me 5% off . The advantage with them, though, is that you have a person to chat with if you're having problems. They even contacted me to make sure I had no problems. Although this is a solution, it would be highly preferable if Amazon simply allowed TT to be downloaded by taxpayers abroad.
Thanks for the advice. I don't mind paying a little bit more but I need a solution that will work in Germany. I also want to make sure that it is a reputable company and I assume once you have downloaded TurboTax on your computer, you are able to make the usual updates when available?
I had similar concerns, but they've been assuaged. After I paid, I received a notice that I would receive a license key in about half an hour. And sure enough, that's what happened. Then I had to go to

which I believe is an Intuit site, to choose my product and enter my license key. They also registered it with Intuit, so that you can recover the license if you lose it. TT itself installed itself the same way it did when I used a CD. And it updated itself as well. So all is well. BTW, after installing TT, they ask where you purchased it, and gave choices of Amazon, Staples, etc., but did not list SoftwareDiscountUSA. So I had to check "other". And its working fine.
I really want to thank you. Tomorrow I will try to purchase and keep my fingers crossed. I read on their website, that the license is only good for one year. I do assume that it works like in the past and stores the data file on your computer? This way next year when I prepare the 2025 taxes using Turbo Tax that it finds the 2024 file.
I think that what it means when it says that the license is only good for one year is that you won't be able to file 2025 taxes with it; its only good for the 2024 version. In any case, I haven't noticed any difference in operation between this year's TT and last year's TT. Good luck!
I also have used the attack since it began and not having a CD available is extremely disappointing. I saved them in case I ever have to pull up that tax return again for the IRS. You are eliminating a lot of back up. Consider changing and make that available.

Followed your advice and purchased from SoftwareDiscountUSA.com. It worked very smoothly without any problems. It took a few hours to get the license key, since I was ordering in the morning German time. I then received an email from them asking if there were any issues as I decided to install the next morning. I would definitely recommend them to any other Expat who has used Turbo Tax in the past and is having problems to find a company that will supply, since they live outside the USA.

Me too! I want the CD! I have the CD's for the last 10 years and I have had to reload them when my computer crashed and when I bought a new computer. I have gone into some CD's to get info that I could not be there on a download. That is why I changed from other brands.

Purchase the 2024 TurboTax software as a download then you will get the license code.

No. The software is only available for three years plus the extension date for download. For example if you have the 2024 CD you can install the software at any time on or before October 15, 2028.
I downloaded TT2023, and had no problems. This year, Amazon seems to be offering a better price for the Deluxe version then Intuit. Any issues you or anyone else is aware of it I go that route? I'm guessing 'not', but thought I'd ask.
