You're posting in a cluttered thread with multiple users. I assume you are using the desktop product (CD/download). Is it for Windows for Mac? And what OS version?
Is it a problem with a state program update?

If you're using Windows, try running TurboTax as an administrator. Here's how: If Windows 10, right-click on the TurboTax desktop icon and in the popup choose "Properties" then the Compatibility tab. Then place a checkmark for "Run as administrator."

If it's a state update loop, some users have said it helped if Support pushed a separate download of the state program installation file. So you can ask them for that, if that's your situation.

What product are you using? If you are using desktop software (CD/download), there is a 24.99 fee to efile a state return (except no fee for New York return). The state efiling fee increased from 19.99 last winter. There is no fee to print and mail the state return.
If your desktop product included a state program download, that feature is for the program to prepare the state return. It does not include state efiling, which is extra as I mentioned.

How did you update , there is no menu to update. I am having the same problem
It depends based on what program is being used. For Mac users, you would simply quit and reopen the program to check for updates. Otherwise, the TurboTax menu is referring to the menu bar at the very top of the program beginning with File.

Can you please clarify your question? You may be able to enter the information, instead. Typically, state identification is optional when e-filing for the IRS.

My e-file was filing w. Technical Hiccup - Cancelled.
I checked for update. Found and installed it.
Then first only submitted Federal return - went thru.
Then submitted State return - went thru.
