If working in a TurboTax online version, you will need to enter either you lived in another state or earned money in another state in the "My Info" section.
If working in a desktop version click the "Online" tab at the top of the page and "Download state."
If you have trouble use this link to contact a representative to assist you with the state purchase, download and install.
The exact error message is that my credit card could not be processed. It will not accept any credit card.
I've called multiple times to order the state program and I keep getting hung up on. Extremely frustrating.
You can try logging completely out of the TurboTax website, then clear your browser's cache and delete cookies. A full or corrupted cache can keep TurboTax from functioning properly. If that doesn't work, you may want to try a different browser.

I got an message to change my password, which I attempted to do. Entered codes sent to my email and cell phone but was not granted access. WHAT IS GOING ON?
It can take up to 15 minutes for the code to be emailed to you, and check your junk email folders too. Don't try to get a new code too soon; it will invalidate the old code and and you'll end up waiting longer. If you can't sign in to your Intuit Account, the easiest option is to go to account recovery and follow the steps to get into your account.
