It won’t let me submit

Please describe what "won't let me submit" means.  Are you efiling both Federal and state returns?    What/where is the roadblock?

When submitting the Illinois return, told a software update is required.  There is no update available.  Stuck in a loop.

This is a known issue with several states.  Try this steps in this FAQ which will allow you to remove the IL software and clean it up, then reinstall IL state software using a pushed state program from Support, then that will hopefully work.

You can contact Customer Support for assistance.  Tell them this state efile-update loop is a known issue with the IL state software as well as some other states.    They may have a solution for you.

 

You can use the form at the link below to schedule a call back, or it may provide a number.


Where the form asks what product you are using, be sure in the dropdown menu to indicate "CD/download" and the proper operating system, then indicate which Edition.

However, if they don't have a solution, then ask them for fresh installation files of both the Federal software and the IL state software to be placed in your account.   (If you installed from a download originally, there may already be an updated version of the Federal installation file in your account, but you'll still need a new instance of the state software program pushed to your account.) 

 

Once you have both of those, you can uninstall your product and reinstall.   If it was me, I'd save a copy of your *.tax2019 data file in some reliable location such as external media just in case anything goes wrong.

Nothing worked.  I hand entered my Illinois return on MyTax Illinois.  No fee.

Customer Service was worthless.  I was told to delete Illinois - "nothing will be lost", I was told.  Wrong.  Even after entering my IL data again, the same error.  After 15 years, next year, will seriously consider another service provider.

I've added some additional info to this comment, so I'm sending it through again.

 

Sorry you had all that trouble.  I'm just curious:  did they push you a download of the standalone installer of the state program?  Other users reported that solved it for them.    Other users said it helped to be sure no Windows updates were in "pending" status and no antivirus updates in "pending" status.  A lot of this is anecdotal, however.  What works for one may not work for someone else.

 

In any case, if you're dissatisfied with the software, TurboTax does have a 60-day unconditional satisfaction guarantee for the desktop software (CD/download.)   See this FAQ about it, which also contains a link to the online refund request form:

Actually this might be a better form to use for a refund request in your case than the one linked in that FAQ:

Either one might work, but if using the first form in the FAQ, be sure to mention the "60-day unconditional moneyback guarantee" in the explanation box.   The second form already knows that the 60-day guarantee is the reason.

I paid for State and Fed is free. Transmitting, then asked for me to save file, which i do than says cannot transmit to IRS, because file cannot be saved before.

Perhaps some of your forms are not yet available for efiling.  Go through the REVIEW tab.  Are there any messages there about why you can't efile yet?
