In box 14 do I enter wages or taxes withheld

Box 14 of what form? If you are asking about entering your W-2, you enter what's in box 14 on the W-2 that you get from your employer. You cannot file your tax return until you get your W-2. The employer has until February 1 to send it to you.

Box 14 on my w2 has both wages and taxes on turbo only has place for one $ entry

you may want to check with your employer; however, I assume you are using the desktop version and there is room to post each item separately.

Let's clarify: what year is that W-2 for?  the year on the form MUST match the version of the software you are using....

Box 14 — Employers can use this W-2 box to report information such as:

  • State disability insurance taxes withheld
  • Union dues
  • Uniform payments
  • Health insurance premiums deducted
  • Nontaxable income
  • Educational assistance payments
  • A member of the clergy’s parsonage allowance and utilities
  • Charitable contributions made through payroll deduction

Box 14. Employers may use this box to report information such as state disability insurance taxes withheld, union dues, uniform payments, health insurance premiums deducted, nontaxable income, educational assistance payments, or a member of the clergy’s parsonage allowance and utilities. Railroad employers use this box to report railroad retirement (RRTA) compensation, Tier 1 tax, Tier 2 tax, Medicare tax, and Additional Medicare Tax. Include tips reported by the employee to the employer in railroad retirement (RRTA) compensation

Box 14 on the W-2 used in the TurboTax program has a space for the description and and a space for the amount.

...be careful...TTX "Online" only does 2020 taxes now, not 2019.  It is extremely unlikely you have your 2020 W-2 yet.

....on a 2020 1099-R form, as currently drafted , box 14 is for state taxes withheld...but that's a 1099-R form and not a W-2  and box 16 is for the State distribution amount...box 16 might be empty on the issued form)

(..on a 2019 1099-R, box 14 is for the State distribution amount ((might be empty)), and  State taxes withheld is box 12)

Only for a W-2

There have been a few somewhat rare instances where there are entries for both wages and taxes in box 14 of a W-2 form...//.....but then you're allowed to enter them on separate lines in box 14 of the W-2.  RR Retirement Compensation and RR Tier 1 and tier 2 taxes come to mind....but that's about it.  Other types of taxes are occasionally entered in box 14, but you can display what those are in the Description or Tax Category box  next to the box 14 entry area.
