No. I am still unable to download the update successfully or open Turdotax on my computer. I did all the scans on my computer and they all say everything is ok and working as designed.

Turbo Tax "fix" for update failure 1603 does not work. I need some help on this.

That update is totally useless. I've updated Windows, checked system files, and it has nothing to do with my laptop. It's a TT problem of which the company is taking no responsibility to resolve.
