I made my tax return, and I didn't get the option to check that "I can be claimed as a dependent" and I also forgot about it. I made an e-file amend fixing the issue and it got accepted. Now my parents are trying to submit their return with me as a dependent, but it is still getting rejected.

Since it takes as long as 6 months to process an amended return your parents will have to mail their return along with an explanation.
I filed my amended return almost right after the first return, so I'm confused as to why it takes longer to amend and change that I can be claimed as a dependent. The amended return has also been accepted and my return also isn't going to give me a refund.
How exactly do I give an explanation? And also, what should the explanation look like. Sorry but I and my family are fairly new to this, and we didn't expect any issues to come up.
Apparently amended returns are low priority. Certainly they will not process it before the April 18 deadline for your parents to file so they have to mail their return. The explanation with their return is that they are claiming you and you mistakenly did not report that on your return and you have amended that erroneous return.
Oh I thought the deadline was on October 16. I will do that then.
Also one more questions, since I'm sending two different return (federal and state) in two different envolopes, do I have to send the explanation (with my amended return) on both of them or just the federal return?
Yes, they can file an extension to October but they have to pay their tax by April 18. And the amended return might not be processed by October. So there’s no disadvantage to them mailing their return with you as a dependent and paying the appropriate tax now.
@zaids You made a very common mistake often made by young inexperienced students, etc. who are filing a tax return. In My Info you were supposed to say that you can be claimed as someone else's dependent. You put your SSN into the system for this year, and your parents will not be able to e-file, even if they wait for the IRS to process your amended return. They have to file by mail. Even if your refund did not change when you amended, the fact that your Social Security number was used on a tax return already means no one else can e-file a return using that SSN this year.
For your parents:
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
