If one must file by mail, it looks like W-2s need to be attached. Is this true? Also, are all the 1099s (1099-INT, 1099-MISC, 1099-INV, etc.) also need to be included?
Also, how should the pages be stapled and organized?

On the 1040 left side below "Income" (all w-2s even if no federal withholding)
Attach Form(s) W-2 here. Also attach Forms W-2G and 1099-R if tax was withheld. one or two staples.

1040 pages 1 and 2 all other forms in attachment sequence order at the top right.
if you have a state return do not attach it to the federal. that is mailed separately. same rules for attaching withholding forms all w-2's and other forms with state withholding. use attachment number if there is one otherwise, in form number order,

I am gathering that W-2s and 1099-Rs that show tax withheld need to be included. Those that do not have tax withholding, such as 1099-INV, 1099-DIV, 1099-INT, 1099-MISC, do not need to be included. Am I correct?
