I have had the same issue today. I was able to submit my returns no problem on the ninth my return was rejected due to IP PIN. I logged in to fix the return and I am now receiving the message: 2021 tax year transmission are unavailable. And I can’t file my federal nor NC state return.
Any help with this would be greatly appreciated. I would like to file my taxes.
Getting a transmission error in NC as well. Submitted my federal the 1st but could not my state. Now it’s saying all the forms are ready, but still not letting me EFile.

The North Carolina Individual Income Tax Return Form D-400 is not yet available for e-filing. It is estimated to be available on 02/24/2022

I can't file tax year 2021 transmissions are not available. I'm already pissed I had to upgrade cause I had a 1$ Ira contribution.

If you want to e-file your federal tax return now then change how you file the NC state return. This assumes that all of the forms and schedules included in your federal tax return are available for e-filing.
If using the TurboTax online editions click on File on the left side of the online program screen. On Step 3 of the File section click on Start or Revisit. Select the button File by Mail. Then change the filing status of the state return.
After the federal return is e-filed and accepted by the IRS you can e-file the state return when it is available for e-filing. Just use the same procedure and change the state return back to e-filing.
Having the same issue in N.C.

I am also having trouble for Federal, NC, SC, and OR. Do we know a resolution date?
IM TRYING TO FILE TWO RETURNS FOR NC FOR MYSELF AND SON. I KEEP GETTING THE SAME EXACT ERROR. ITS VERY FRUSTRATING.
WE RECEIVED EMAILS STATING ALL FORMS WERE FINALLY READY TO EFILE OUR RETURNS. THAT IS WHY ARE ALL ATTEMPTING TO FILE. TURBO TAX EMAILED US STATING ALL FORMS INCLUDING THE ONE MENTIONED WAS READY TO EFILE.
Same Transmission error filing both Federal and NC state. Probably a COVID issue like everything else! (;>).
I got the TT notification today the missing NC forms were available and both were installed. Federal worked by filing separately from NC state. NC state shows it is ready to send, but keep getting continuous transmission errors. GGGRRRRRRRR. Of course I owed federal tax and NC owes me a refund....go figure. Must be the supply chain shortages!

Just want to update everyone, I’m also having the same issue that says “Tax Year 2021 transmissions are not available.” Does anyone know when the issue will be resolved? In NC
