Where are you looking and what else does it say?
@gavhow2020 just adding a little @DawnC answer ----- if you are at the IRS "Where is My Refund" site then the full blue line means the return has been processed and has gone onto Master File. Now the refund approval area will reconcile this "refund claim" with any past claims against your account ( like owed back taxes, child support etc. ) and difference will be issued -- usually within a day or two.
If however you are not at the WMR page , then you need to provide answer to @DawnC question.
I'm on the turbotax website, and it has a full blue line now. My return was accepted on March 31, 2020 and I still dont have an estimated refund date. On the Wheres My Refund website it says that my return is still being processed.
So what does the full blue line on turbotax mean. I dont have any line at all on the IRS website for WMR. Can anyone explain to me what's going on. I haven't even received my first stimulus payment either.
That blue line in your account means nothing. Ignore it. It is TT's way of showing you an estimated time for your refund--which during the pandemic is meaningless.

TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer. Many refunds are taking longer during the pandemic.
Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 20 of your Form 1040) of your federal refund to track your Federal refund:

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.
