I have three children over age of 6. I received 1/2 of the Child Tax Credit in 6 payments of $750 each month (=$4500). So will I get $4500 cash in my refund since the Child Tax Credit is fully refundable this year? What in my income/circumstances would cause me NOT to get the full $4500 back? How can I know I'm receiving the full $4500?

Yes, if you qualify for the full Child Tax Credit then you will get the remaining $4,500 on your tax return. If your Adjusted Gross Income (AGI) is too high then you might not qualify for the full amount. Please see What is the Child Tax Credit? details.
You can see your remaining Child Tax Care Credit amount on line 28 of Form 1040.
Please ensure all children are entered as dependents on your tax return and then answer the Child Tax Credit questions:

How do i go by receiving minds? I never received mines for 2022 but was told to fill out a form and send back and I never received anything and it has been five month now. Then I called the IRS and no one answers ever when I call and I am trying to see if they are committing scams by not sending payments they supposed to send- I know it do not take up to one heart to do any taxes that is just greatly ridiculous to even have people think about…When will ok get my child credit released from you all?
The remaining child tax credit is on line 28 of your 1040 form. It does not come separately. I’m not sure what you were told it’s unclear, but if you haven’t received your refund yet if the IRS changes the amount they will send a letter explaining why it was reduced.
First of all---your tax refund is not ever touched by TurboTax so TurboTax does not "release" it. Your refund comes from the IRS and/or the state. If you chose to have your TurboTax fees deducted from the federal refund, then a third party bank handles that and sends your refund---AFTER the IRS releases it.
Your child tax credit is not a separate check you will receive. It is part of the refund on your 2021 tax return. The amount you could get was on line 28 of the Form 1040 if you filed a 2021 tax return. The total amount of your refund was on line 35a.
If you filed your tax return by mail it will take six to nine months for the IRS to process your return since they are so backlogged. If you e-filed it should be quicker, but might still take several months.
Did you e-file?
First, check your e-file status to see if your return was accepted:

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 35a of your 2021 Form 1040) of your federal refund to track your Federal refund:

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.

Yes, I did all that sent me a form to fill out and I have yet to hear anything back. That been five month- calls the IRS and no answer from any way I try to connect. On a note they need to get rid of all the extra fake number dialing system and give people direct extension to a live operator/ customer service ( pushing all those numbers and no connect is just wrong).
@Normalmind9 WHO sent you a form? Please explain clearly. We cannot see your screen, your tax return or your account. We do not know what you did, who sent you a letter or form, etc. unless you tell us clearly.
@Normalmind9 - still not following. Please asnwer these questions
1) did you file your 2021 tax return? yes or no?
2) if yes, what is on Line 28 of form 1040?
@NCperson Two different users have posted to this thread. Some of the questions you are attributing to Normalmind9 were posted by a different user. Normalmind9 did not mention $4500 or anything about living in the U.S.
