Yes. I have the very same darn problem. Have you been able to update your program ? Did you have to call Intuit and get them to assist with this. no updates show of my program and it also says It's up to date.
I tried all of the potential 'fixes' I could find but none of them worked. I'm a former computer support guy and my suggestion to you is to call TT support and let them help you!

I installed a new Turbotax Business 2019 I still get this

I have regular turbo tax is works fine and update fine
my Turbotax Business 2018 works fine and updates fine.
Support sent me a new version I installed it but I got the same message I did it twice. I never got to the part that I register the new version.

I have the same problem.
auto-update states its uptodate
But 3 forms are marked as do not file, need an update
Intuit notified that the forms are ready
This worked for me. Basically repair microsoft update service. As administrator
Control Panel
System & Security -> Find and Fix Problems -> fix problems with windows update
