I am trying to complete my 2022 tax returns. I purchased Turbo tax Deluxe which includes one free state return. I live in Florida but I need to file a Michigan income tax return for nonresident income. The Michigan tax return is not showing in TT. The website shows Michigan is available. What am I doing wrong?

When the program says you needn't file because Florida does not require a state return, you should select "Get Another State" or indicate that you have income from a different state.
Click on the State Taxes tab on top if using the Desktop program
or
State Taxes on the left side-bar if using the Online program
The program doesn't state that I don't need Florida but I don't because there isn't a Florida income tax. I need to submit a Michigan tax return to get a refund of MI tax withheld while working in FL.
I don't see where I can bypass FL and select MI.
Plus in TT, there isn't a state tax return to remove so FL hasn't been downloaded. Why can't I get MI to show up without paying for it?
I tried to call TT and was lost in VM hell.
You want to make sure that you have told the software your correct status as a resident of Florida or Michigan.

With the Desktop program, select the State Taxes Tab along the top of the screen
The first screen should say:
"Let's work on your state return"
Select Continue
This is where you should see the message
"You Are Not Required To File a State Return" (if you only said you lived in Florida)
Select "Choose Another state"
If you purchased a state return in addition to the federal, that state return should be found/chosen there.
I believe you might be charged again to e-file that state return. As Tax experts, we don't get that kind of information about the product.

No luck with Florida. TT thinks I need to file a Florida return. I have to file a Michigan return to claim a refund of taxes withheld while working for a Michigan company while living and working from Florida.

Select Michigan from the drop-down
Continue
Click on State Taxes
Continue
MICHIGAN should now appear.
If the MI tax is not reported on a tax form, such as your W-2, add it on the Federal return under

Other Income Taxes
I have the same issue. TT wants me to buy Michigan for $40.

Yes I have done the suggested steps. TT still has Florida as my state income tax return. I can't get rid of it. This is what I see when I click on State Taxes....
Thank you for the screen shot. Now we can see that your one free state has already been added/ installed and is IL. Since you have already used your one free state, any additional states do cost additional money.
Florida does not require an individual state income tax.
The Florida return in TurboTax is to report tangible personal property used in a Florida-located business or rental property and is filed with the county property appraiser. If you do need to file a DR-405, nothing will print unless assets are transferred or you manually enter assets in the DR-405 worksheet.
If you do not have a business or rental real estate with assets in Florida, you do not need to prepare or file the Florida return in TurboTax.
I don't recall adding IL and I don't want IL. Can I remove it?
No, but you can talk to customer service and tell them you downloaded the wrong state. They will know how to help you.
What is the Turbo Tax phone number?
You will want to file a part year return for Michigan. Any income earned while living there will be taxed. This means, even if you moved to FL and then received your last paycheck, it is still income earned while living in Michigan.
