Need 2nd down load of 2019 of turbo tax

Could you please clarify if you are trying to download a second version of TurboTax?

turbo tax 2019 was downloaded to my desktop.  i had completed entry of  all information and was working on the state return when my desktop completely locked up and i have been unable to shut it down and reboot.  is there a way to download turbo tax 2019 to another device including the information already entered?

You can download another copy of Turbotax to your other computer. However, the information that you input to the software is on a .tax file on your old computer. 

If you are unable to transfer the .tax file from the old computer to the new computer, that data will be lost. If you can, search your old computer for any .tax files. Then transfer them to the other computer.

To download TurboTax to your other computer, you will need to sign in to your TurboTax account and download it again.

I tried to download on my Chromebook and didn't realize that I couldn't do that. I am now using my Macbook, but it won't let me use the code again.

It should.  You log into the same account and download it.  The License Code should let you install it on 5 computers.
