This is an easy fix ... choose to mail in a check ... then you can mail a partial payment or no payment if you wish THEN go to the IRS site to set up the payment plan for a reduced fee ... do not set one up thru TT ... <a rel="nofollow" target="_blank" href="https://www.irs.gov/payments/online-payment-agreement-application">https://www.irs.gov/payments/onli...>

You cannot reach a "live person" via phone because it is now the weekend.
