Does anyone that is retired and receives Social Security payments every month have a problem with filing their taxes online? For the past 3 years the IRS sends us a letter saying we have to submit verification of our Federal withholdings. They are included in the documents we uploaded on Turbo Tax. BUT...according to Turbo Tax the documents are not sent to the IRS. If thats the case, doesn't the IRS have access to our SSA-1099's????

The Social Security Administration has the SSA-1099s; they send a summary to the IRS. The forms are not submitted with your tax return, only the entered data from the forms gets transmitted when you e-file.
The IRS does have a document upload tool now, which may make the process go smoother in the future. See IRS Document Upload Tool.
It doesn't accept LTR 12C.
But you said you "Uploaded" the SSA-1099.
If you didn't actually type it in...but "uploaded" a picture or PDF file?

Did you edit the SSA-1099 to verify each box was entered into the TTX form with the proper $$ amount?
I not only uploaded the SSA-1099's but I also entered the Federal withholding amounts also

What do you mean by that?
I see no reason why the IRS would ask for an actual copy of your SSA-1099 every year, unless you are somehow mis-entering that withholding amount in some way.

For instance, when you "upload" a picture or PDF of your SSA-1099, the software does not send that actual picture or PDF to the IRS.......the software looks at it, and the software's "Artificial Intelligence" (AI) attempts to interpret which $$ amounts go into which boxes on the software's own SSA-1099 form.
BUT, that AI interpreting of the data on the picture/PDFcan go wrong.....it can get the wrong $$ in the wrong boxes, or sometimes miss seeing the decimal point, resulting in a crazy $$ amount.
SO, after uploading the picture/PDF...... YOU:
Must EDIT, the software's SSA-1099 using the interview, to make sure the right $$ went into the correct boxes. The tax withholding must show the correct $$ amount in box 6 of the software's SSA-1099.
Once you confirm it is properly entered there, then you do not re-enter that withholding anywhere else in the program. The software will add it to any other withholding you reported, and put it on the correct line of the form 1040. But the box 6 value must first be confirmed by you, to be correct in the first place.
Of course, perhaps it isn't really the SSA-1099 withholding that is being questioned. Maybe some other withholding you entered with another tax form is causing the IRS to question your total withholding in some way or another.
I added up both my husband's and my federal withholding $ and entered that manually in box 6 of the software's SSA-1099 .

Why did you do that?
The amount in box 6 is only used if Federal taxes were withheld from your Social Security benefits. And if they were the Social Security Administration would have entered the amount in box 6 of your your SSA-1099.
And you don’t add yours and his SSA-1099 together. If you are filing a Joint return there is a column for each of you to enter the net amount in box 5 and withholding from box 6 and also any deductions like for Medicare premiums.
