In my e-filing process, I found that the companies tend to give you 11 digits, meanwhile the NEW state requirements require 14 characters.
while Aarron-bradbury only needed one character, I needed 3 more.
Turbotax finally (after going back to the federal W-2 editing section& AFTER TRYING TO ADD ZEROS AND FAILING) prompted me with the fact that my state(UTAH) was now adding ‘WTH’ AT THE END OF THE SEIN PROVIDED.
so,
If your box 15 employer ID (S)EIN is say, [phone number removed] , that’s only 11 characters.
Like GeoffreyG(https://ttlc.intuit.com/community/user/viewprofilepage/user-id/86178) said, you prob can’t get in trouble for adding zeros, so try that first, and TurboTax SHOULD prompt you if there is anything wrong with that as well as How to fix it!...hopefully.
Hope that helps someone because there was no prompt for me until I tried the “gibberish” solution. 🙂
They removed the 11 digit example SEIN
The IRS and state track the payer by the payer's Tax Identification Number TIN. The state identification number in box 16 is not required to file your tax return. However, TurboTax requires an entry to continue with your tax preparation. You will just enter your state TIN, up to 14 numbers, this will allow you to continue with your tax return.
Be sure to delete out any extra spaces and do not include any dashes.
Still isn't working. So frustrated. I've tried zeros and nothing in the field to have turbo tax prompt me and it still won't accept the 14diggit number

Did you ask the employer for a correct number ?

Did you find any other digits of the SEIN (State Employer Identification Number)?
I think it may be possible that it won’t accept simple all zeros or gibberish.
To clarify, LeonardS(https://ttlc.intuit.com/community/user/viewprofilepage/user-id/709918) said that your looking for the TIN (Tax Identification Number) which is tech correct, HOWEVER, that is the more general definition.
SPECIFICALLY, you are looking for the SEIN for box 15.
if nothing works, you have to call the Human Resources for your company your filing Taxes for and ask FOR BOX 15!!
ONLY AFTER YOU ENTER A REAL OFFICIAL SEIN MAY YOU THEN, experiment with zeros and gibberish.
SO, Did you find ANY of the official digits for the SEIN (State Employer Identification Number)(box 15)?

You’re limited to 16 characters when entering a state ID or EIN. A few states have IDs or EINs that are more than 16 characters, so it might appear that the EIN is not valid when you enter it. For those states, enter as much of the state ID or EIN for Box 15 as you can. Then, continue through the rest of your return.
Special consideration for Utah employer IDs:
If you have a W-2 with Utah income but don’t have a proper 14-digit employer ID, contact your employer for a new employer ID.

The state identification number in box 15 is not required to file your tax return. However, TurboTax requires an entry to continue with your tax preparation. You can just enter a 14 digit number as your employer's state ID number. This will allow you to continue with your tax return.
There is another weird situation when you have made estimated tax payments to your state, which TT notes on a worksheet. It takes the amounts just fine but blocks the sheet unless you enter AN ID NUMBER. No clue, no prompt. After MUCH experimentation, I discovered the field will accept only a 2 digit alpha code. Every numerical format is rejected with the first digit. I put in my state's 2 digit postal code, which happened to be VA and it accepted it. I did have then manually type it in on each of the 5 lines - it did not feed from the box at the top as I already had the numbers in the lines. And my form cleared review. It would be a helluva mess to have it reject auto filing for something like this. I am just putting this out here for the universe in case any one else has the same problem.
I've tried everything I can think of but when I go to enter the payers tin/ID it automatically adds the dash and won't let me enter more than mine numbers however when I go to finish I claims to need 14 without any dash.
You must fix your entry on the federal screen where you entered this information. In addition, make sure you are entering the number in the right box. The box for the state ID will not add a dash, whereas the box for the federal ID will add a dash.
If you reside in Utah, the Utah payer ID must be a 14 character number. The first eleven characters are numeric and the last three are “wth.” Please do not include hyphens.
Example: 12345678901wth.
Utah will NOT accept any other version for the Payer ID.
