Do you have a large number of imported stock or cryptocurrency transactions on your return? If so, refer to the following Help Article for assistance: How do I file my return when I see the Transmission Trouble screen?
If the above does not pertain to you, it's possible that you have Federal or State forms included in your return that are not yet ready for e-filing. Refer to the Help Articles below to check when forms will be available:

I have this same issue for a NC return.
I just received an email from TurboTax that the NC form needed for completing my return is now ready and I should be able to submit mine. But when try, I'm getting the same error message as the OP here "Tax Year 2021 transmissions are not available."
Although you mentioned receiving email confirmation for a specific NC form, you may still confirm all your state forms availability by using the link provided by DaraLO above. If form availability is not the issue, you may contact support here @robiticus.

If so, some NC forms (including the main Form D-400) are not yet finalized and available for efiling. Projected availability date is 2/24/2022, according to the availability tables:

If that's your situation, and if you wish, you can efile the Federal return now (if all your Fed forms are available) and efile the state return later. To do that, you would need to temporarily change the filing method for the state return and tell TurboTax that you intend to "mail" the state return. Then when the state forms are available you can switch the method back to efile.

I'm getting the same message, trying to file in NC. I guess I'll try again on the 24th... not very convenient.

Thank you but it did not say it was a server error. It says: "Tax Year 2021 transmissions are not available."
And I've already paid for it using a credit card.
Many of the North Carolina state forms are not available yet for e-filing. You can monitor the status of the forms needed for your North Carolina tax return in the below link. If the forms become available sooner than the currently published date, the article will be updated to provide the new availability date.

The North Carolina Individual Income Tax Return Form D-400 is not yet available for e-filing. It is estimated to be available on 02/24/2022

If you want to e-file your federal tax return now then change how you file the NC state return. This assumes that all of the forms and schedules included in your federal tax return are available for e-filing.
If using the TurboTax online editions click on File on the left side of the online program screen. On Step 3 of the File section click on Start or Revisit. Select the button File by Mail. Then change the filing status of the state return.
After the federal return is e-filed and accepted by the IRS you can e-file the state return when it is available for e-filing. Just use the same procedure and change the state return back to e-filing.
I already filed my Federal Tax on line but the NC tax return failed. I will try after Feb.24. Thanks.
Just tried again today and it went through. It was a problem with the NC form not being available for e-file yet. Try again!
