The only way to file your 2018 return is to print, sign and mail it. However, you do not seem to know why it was rejected--or at least you have not said why. If it was for incorrect AGI--the most common reason -- then it no longer matters since you only needed the AGI to e-file. If something was wrong and needs to be changed/corrected on the return, you will need to used desktop software to correct the return before you print and mail it.
The email telling you that the return was rejected also has the rejection code or message -- what does it say?
(And you did get an email when it was rejected--did you check your spam folder?)
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
If you used TurboTax to e-file the tax return then you received an email from TurboTax when the tax return was either Accepted or Rejected, provided you have entered a valid email address for your TurboTax account. Check your email junk or spam mail boxes.
The majority of rejections from the IRS for federal tax returns are for the 2017 AGI used for electronic filing. Since a 2018 tax return can no longer be e-filed, the 2017 AGI is not necessary to mail a tax return.
To access your current or prior year tax returns sign onto the TurboTax website with the userID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show. Click on the Year and Click on Download/print return (PDF)
Print, sign, date and mail the tax return to the IRS. Include with the mailed return any forms W-2 and 1099 which have taxes withheld. Go to this IRS website for mailing addresses - https://www.irs.gov/filing/where-to-file-paper-tax-returns-with-or-without-a-payment
There are no penalties for filing a tax return after the due date if filing for a tax refund or there are no taxes owed.
If the email didn't go into your SPAM folder, then check/edit the email address in your tax account profile...you may have either typed it in wrong, or it's an old one you no longer use.
And to reinforce this for future years..Always..ALWAYS log back into your tax account to check the e-file status every few days after e-filing until it indicates acceptance (not just transmitted). As you can see now, you can't just e-file and assume you are done with it.
